No. Driving is temporarily prohibited after 12 points are deducted from your driver's license; you must go to the vehicle management office to take and pass the exam in order to clear the 12 points and have your license reinstated. According to Article 68 of the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses", if a motor vehicle driver accumulates 12 points in a scoring cycle, the traffic management department of the public security authority shall confiscate their motor vehicle driver's license.
