No. Driving is temporarily prohibited after 12 points are deducted from your driver's license; you must go to the vehicle management office to take and pass the exam in order to clear the 12 points and have your license reinstated. According to Article 68 of the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses", if a motor vehicle driver accumulates 12 points in a scoring cycle, the traffic management department of the public security authority shall confiscate their motor vehicle driver's license. According to Article 99 of the "Road Traffic Safety Law of the People's Republic of China", the following acts shall be punished by the traffic management department of the public security authority with a fine of not less than 200 yuan but not more than 2,000 yuan: driving without a motor vehicle driver's license, or when the motor vehicle driver's license has been revoked or temporarily suspended; driving a motor vehicle by a person who does not have a motor vehicle driver's license or whose license has been revoked or temporarily suspended; fleeing after causing a traffic accident, where no crime is constituted; driving a motor vehicle at a speed exceeding 50% of the prescribed limit.
