Can I schedule the Subject 2 test if I failed Subject 1?

You cannot schedule the Subject 2 test if you failed Subject 1. According to the 2016 decision by the Ministry of Public Security on the "Regulations for the Application and Use of Motor Vehicle Driver's Licenses," Article 31 was amended to state: The vehicle management office shall arrange the test according to the scheduled test site and time. After passing the Subject 1 test, applicants can schedule the Subject 2 test or the Subject 3 road driving skills test. Subject 1 test process: Follow the staff's instructions to collect your driver training file in order at the waiting area; carry and present your ID card for inspection by the supervising officer; mobile phones must be turned off upon entering the test area; no loud talking is allowed in the test area; no textbooks or materials are allowed in the test area (or must be kept in your bag); After the test, collect and keep your ID card, and submit the file to the "Submission Window" at the front of the test site; candidates who pass the test should sign under the guidance of the staff at the exit before leaving the test site; candidates who fail the test can leave the test site immediately and wait for notification from their driving school regarding the retake schedule.
I remember when I was first learning to drive, failing the theory test (Subject 1) indeed meant I couldn’t directly book the practical test (Subject 2)—it’s a strict rule in the driving exam system. You have to pass the theoretical exam before moving on to hands-on training. My first attempt tripped me up on traffic sign questions, so I had to buckle down, review more, do extra practice questions, and watch instructional videos. Only after passing the retest could I schedule Subject 2 training, which delayed my progress by over a month. Driving instructors often say that jumping into practical driving without mastering theory is risky—for example, not understanding lane-changing rules could lead to accidents. So, be patient; build a solid foundation first. If you’re also preparing for the exams, don’t get discouraged. After retaking Subject 1, focus on mastering maneuvers like the parking test. Take it step by step—you’ll succeed eventually.
