Outstanding traffic violations only affect the annual inspection of the vehicle and have no bearing on the renewal of the driver's license. The motor vehicle driver should apply for license renewal at the vehicle management office of the issuing authority within 90 days before the expiration of the current driver's license. When applying, the applicant must fill out an application form and submit the following documents and certificates: 1. The identity proof of the motor vehicle driver. 2. The motor vehicle driver's license. 3. A health condition certificate issued by a medical institution at or above the county level or the regimental level of the military. For those applying for a special small automatic passenger vehicle for the disabled, a health condition certificate issued by a specialized medical institution designated by the provincial health authority must be submitted.
