If you drive a vehicle with a C1 driver's license and the vehicle has unprocessed traffic violations, you cannot proceed with the renewal of the C1 driver's license upon its expiration. According to Article 71 of the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses": those with unresolved traffic violations or accidents, those who do not meet the physical conditions for driving, and those who fail to participate in required study, education, or exams as stipulated will not pass the review. You must pay all fines and deduct the corresponding points from your driver's license before you can proceed with the renewal at the vehicle management office. If the owner is penalized on-site by traffic police, the violation must be processed within 15 days from the date of the violation; otherwise, a late fee will be charged. For the annual review and renewal of an expired driver's license, the old license must be surrendered to the vehicle management office. According to the Ministry of Public Security's Order No. 123, the renewal can be applied for up to 90 days in advance at the original issuing vehicle management office. Documents required for license renewal: Original and photocopy of ID card. Qualified medical examination form from a hospital designated by the vehicle management office. Three one-inch white-background color photos. Completed driver's license renewal application form and processing fee. Photos and medical examination reports for renewal can be prepared by yourself. If you are concerned about their validity, you can process them directly at the traffic police office to avoid delays. Important notes regarding expired license renewal: If your license is expired, traffic police may impose a fine but will not deduct points. There is also a latest deadline for renewal: if the license is expired for less than one year, you can renew it through the normal process; if expired for one to three years, the license will be revoked, but you can regain it by passing the Subject 1 exam; if expired for more than three years, the license will be permanently revoked. When applying, you must fill out the application form and submit the following documents: the driver's identity proof, the original driver's license, and a medical condition certificate issued by a county-level or higher medical institution or a military hospital at the regimental level or above. For applications involving small automatic passenger vehicles for the disabled, a medical condition certificate issued by a specialized medical institution designated by the provincial health authority is required.
