You cannot obtain a D license without upgrading from a C1 license. Upgrading from C1 to D license: Time restriction: As long as one year has passed since the initial application for the C1 license, you can apply for a motorcycle D license. In other words, if the probationary period of the C1 license has ended, you can upgrade to a D license. Demerit point restriction: According to relevant regulations, if you already hold a motor vehicle driver's license and want to add another vehicle class, you must not have accumulated 12 or more demerit points in the previous scoring cycle. If you have accumulated 12 or more points, you cannot upgrade to another vehicle class. Therefore, if your C1 license did not accumulate 12 or more demerit points in the previous scoring cycle, you can upgrade to a motorcycle D license. Application process: Bring your driver's license issued in your registered residence, ID card, medical examination certificate (some are provided by the driving school or vehicle management office), 4-8 one-inch white-background color ID photos, and fill out the "Motor Vehicle Driver's License Application Form".
