Below are the relevant regulations: According to Article 12 of the "Motor Vehicle Registration Regulations": When the vehicle management office processes a change in motor vehicle registration that requires altering the license plate number, it will reclaim the original plate and vehicle license, assign a new license plate number, and reissue the plate, vehicle license, and inspection sticker.
