If a motor vehicle driver resides outside the jurisdiction where the driver's license was issued, they can directly apply for a replacement license at the local vehicle management office of their temporary residence by submitting the "Motor Vehicle Driver's License Application Form," proof of identity, and the original driver's license. The replacement license will then be issued by the vehicle management office of the temporary residence. Time and required materials for inspection in a different location: Motor vehicle drivers should apply for a replacement license within 90 days before the expiration of their current driver's license, either at the vehicle management office where the license was originally issued or at another location. When applying, they need to fill out the application form and submit the following documents and proofs: the driver's proof of identity; the original driver's license; a medical certificate issued by a county-level or higher medical institution or a military medical institution at the regimental level or above, certifying the driver's physical condition. For those applying for a special small automatic passenger vehicle for the disabled, a medical certificate issued by a specialized medical institution designated by the provincial health authority is required.
