It is not allowed to drive a car without carrying the driver's license. According to Article 95 of the "Road Traffic Safety Law of the People's Republic of China", if a motor vehicle driven on the road does not display a motor vehicle license plate, does not have an inspection qualification mark or insurance mark, or does not carry the vehicle license or driver's license, the traffic management department of the public security organ shall detain the motor vehicle, notify the party to provide the corresponding license, mark, or complete the corresponding procedures, and may impose penalties in accordance with the provisions of Article 90 of this Law. The motor vehicle shall be promptly returned to the party after providing the corresponding license, mark, or completing the procedures. Article 104 of the "Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China" stipulates that if a motor vehicle driver commits any of the following acts and there is no other motor vehicle driver to immediately replace them, the traffic management department of the public security organ may, in addition to imposing penalties according to law, move the motor vehicle to a place that does not obstruct traffic or to a location designated by the relevant department. Failing to present a valid driver's license; the motor vehicle driven does not match the vehicle type specified in the driver's license; driving under the influence of alcohol, taking controlled psychotropic or narcotic drugs, suffering from a disease that hinders safe driving, or continuing to drive while excessively fatigued; a learner driver driving alone without a coach accompanying them.
