A C1 driver's license cannot directly qualify for A1 or A2 vehicle types. You can directly apply for an upgrade to A3, B1, or B2. To upgrade to an A2 license, the applicant must have held a B1 or B2 license for more than three years with no full-point records in the previous two cycles, or an A1 license for more than one year with no full-point records in the previous cycle. According to the new regulations, an A2 (tractor) driver's license cannot be obtained directly through initial application; it can only be acquired through an upgrade. C1 Driver's License: The C1 driver's license allows driving small and micro passenger vehicles, as well as light and micro cargo vehicles; light, small, and micro special-purpose vehicles. The C1 driver's license does not permit driving: Large buses, tractors, city buses, medium-sized buses, large trucks, ordinary three-wheeled vehicles, ordinary two-wheeled vehicles, light motorcycles, wheeled self-propelled machinery, trolleybuses, trams, etc.
