Can I directly apply for a B2 driver's license for the first time?

A B2 driver's license can be applied for directly for the first time, but it can only be obtained at the local vehicle management office in the applicant's registered residence. Article 13 of the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses" (Ministry of Public Security Order No. 123): For first-time applicants of a motor vehicle driver's license, the following vehicle types can be applied for: city buses, large trucks, small cars, small automatic transmission cars, low-speed trucks, three-wheeled cars, small automatic transmission passenger cars for the disabled, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles, light motorcycles, wheeled self-propelled machinery, trolleybuses, and trams. For first-time applicants of a motor vehicle driver's license in a temporary residence, the following vehicle types can be applied for: small cars, small automatic transmission cars, low-speed trucks, three-wheeled cars, small automatic transmission passenger cars for the disabled, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles, and light motorcycles. A B2 driver's license allows the holder to drive heavy-duty trucks and medium-duty trucks. A heavy-duty truck is defined as a truck with a length of 6 meters or more and a total mass of 12,000 kg or more. A medium-duty truck is defined as a truck with a length of 6 meters or more and a total mass of 4,500 kg or more but less than 12,000 kg. In other words, it allows the holder to drive all trucks except for tractors. B2 driver's license application requirements: Age between 20-60 years old, height requirement of 1.55 meters or more for large vehicles. Applicants must study in their registered residence (within the prefecture-level city) and cannot study in a temporary residence. If the original driver's license is from another region, it must be transferred back to the original place of residence for study. Naked or corrected vision must reach 5.0 or above on the logarithmic visual acuity chart, and the applicant must not be colorblind. The applicant must either apply for the license for the first time or have held any driver's license for at least one year. Additionally, there must be no traffic violation record with 12 or more points within the past year. Local residents must apply in their registered residence. Non-local residents can apply in their temporary residence. Active military personnel (including armed police) must apply in their place of residence. Foreign nationals must apply in their place of residence or stay. Those who cannot apply for a B2 driver's license include: Individuals who have caused a traffic accident resulting in death and bear equal or greater responsibility. Individuals who have driven under the influence of alcohol. Individuals whose driver's license has been revoked or canceled for less than ten years. B2 driver's license examination items: Subject 1 examination content includes: road traffic rules, traffic signals, handling of traffic safety violations and accidents, regulations on the application and use of motor vehicle driver's licenses, motor vehicle registration, and other road traffic safety laws, regulations, and rules. Subject 2 examination content includes: large truck examination items such as stake test, hill start, parallel parking, single-plank bridge, curve driving, right-angle turn, narrow gate, continuous obstacles, bumpy road, narrow road U-turn, as well as simulated highway driving, continuous sharp turns on mountain roads, tunnels, rain (fog) conditions, slippery roads, and emergency handling. Subject 3 road driving skills examination content includes: large truck examination items such as vehicle preparation, starting, straight-line driving, gear shifting, lane changing, roadside parking, straight through intersections, left turns, right turns, pedestrian crossings, school zones, bus stops, meeting vehicles, overtaking, U-turns, and night driving. The examination distance for large trucks must be no less than 10 kilometers, including at least 5 kilometers during the day and 3 kilometers at night. For large trucks, provincial public security traffic management departments may add complex road driving examination content such as mountain roads, tunnels, and steep slopes based on actual conditions. Subject 4 safe and civilized driving knowledge examination content includes: safe and civilized driving operation requirements, safe driving knowledge under adverse weather and complex road conditions, emergency handling methods for tire blowouts and other emergencies, and knowledge on handling traffic accidents.
