You cannot change the license plate number without transferring ownership. If the vehicle owner's residence moves out of or into the jurisdiction of the vehicle management office, they should apply for a change of registration at the registration office, which requires replacing the vehicle license plate. Generally, once a vehicle is licensed, it is very difficult to change the license plate. If a change is absolutely necessary, it can only be done through vehicle ownership transfer. There are two forms of transfer: one is transferring it as a used car—selling the vehicle as a used car first and then purchasing a new one with a new license plate; the other is transferring ownership between spouses—changing the vehicle registration to the spouse's name and then purchasing a new vehicle and selecting a new license plate.
