You cannot call 110 if your car is blocked, but you can call 114. If your car is blocked, you can dial 114, provide the license plate number and location of the vehicle that needs to be moved to the operator, and then, just like when looking up a phone number, the call will be directly transferred to the mobile phone of the vehicle owner. However, there is a prerequisite for using this service: the vehicle owner must have registered in advance with 114, and the staff will then link the owner's mobile phone number to the license plate number. After that, if someone else needs to notify the owner to move the vehicle, they can dial 114 and press key 6 to directly speak with the owner through call transfer. This means that if the owner has not registered in advance, they cannot be contacted through 114.
