You cannot purchase a car first without obtaining a vehicle purchase quota. If you buy a car beforehand, you won't be able to license it due to the lack of a purchase quota, making the vehicle illegal for road use and preventing its registration. If you win the lottery, log into the lottery system to download and print the "Confirmation Notice of Personal Passenger Vehicle Allocation Quota." You must purchase a vehicle, pay vehicle purchase tax, and complete vehicle registration within 6 months. For those who obtained a valid code but didn't win the quota, it will be automatically carried over to the next month's allocation during the 3-month retention period. Eligibility requirements for applying for a vehicle quota: Local residents. Non-local residents holding valid local residence permits who have continuously paid local basic medical insurance (excluding retroactive payments) for over 2 years. Hong Kong/Macau residents and overseas Chinese who have accumulated over 9 months of local residence annually in the past two years. Applicants must have no locally registered vehicles or have all previously registered vehicles deregistered.
