Can I be exempted from the C1 test if I have a D license?

No. You can apply to add the C1 driving category. Steps: Download the "Traffic Management 12123" APP and open it. Click on the "Service Center" at the bottom. Inside the Service Center, there are many service items. Click on "More Questions," and within "More Questions," click on the "Exam Appointment" section. Inside "Exam Appointment," find "Conditions for Applying for an Additional Driving License Category" and click to enter. You can see the conditions required for obtaining a C1 license if you already have a D license. Conditions: According to Article 14 of the "Regulations on the Application and Use of Motor Vehicle Driving Licenses," if you already hold a motor vehicle driving license and apply to add a driving category, you must not have accumulated 12 penalty points in the current scoring cycle and the most recent scoring cycle before the application. Additionally, you must have held the D license for at least one year.
I've been driving for over 30 years, and I can tell from your question that many people misunderstand license conversion. A D license is for riding three-wheeled motorcycles, while a C1 license is for driving cars - completely different vehicle types with vastly different test contents. While some theoretical knowledge in Subject 1 might overlap, practical tests like parallel parking in Subject 2 and road driving in Subject 3 must be learned from scratch - there's absolutely no possibility of exemption. My advice is don't try to cut corners; enroll properly in driving school and take the time to learn thoroughly. Safe driving is serious business, and shortcuts will only lead to trouble. A buddy of mine thought the same way a few years back, ended up taking all the tests anyway, and eventually passed.
