It is possible to use someone else's driver's license to deduct points if your own license has been penalized with 12 points, but it is not recommended. The driver should, within 15 days, attend a seven-day study and examination on road traffic safety laws, regulations, and related knowledge at the traffic management department of the public security authority where the driver's license was issued or where the violation occurred. According to the new regulations in 2017, 'friendly point deduction' is barely acceptable, but for any 'business' activities involving buying or selling points, the traffic management department will impose severe penalties.
