Currently, vehicle license plates are tied to the person, not the vehicle, meaning they cannot be transferred with the vehicle, nor can they be transferred separately. Previously, the resale of license plates occurred due to lax management and illegal private transactions, which are now strictly prohibited. New policies for license plate retention include: 1. Vehicles used for over one year can retain their original license plates, with a retention period of up to one year; 2. Original license plates can be retained when a vehicle is transferred, deregistered, or relocated; 3. Both used and new vehicles are eligible to apply for license plate retention. License plates cannot be transferred between direct relatives, except between spouses. Spouses can transfer license plates to each other by presenting their marriage certificate, allowing the other party to obtain a license plate without participating in a lottery or bidding process. This special transfer scenario is only applicable to married couples and requires both parties to bring their marriage certificate, IDs, registration certificate, and vehicle license to the vehicle management office to complete the transfer procedure.
