Can Driving Schools Be Transferred?

According to the "Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China," transferring driving schools is allowed, which is the most basic right of students. However, both driving schools should be under the jurisdiction of the same local vehicle management office and have the necessary procedures for transferring. In addition, transferring to another driving school requires meeting three conditions: Both driving schools must be under the same vehicle management office. The original driving school agrees to the transfer. The receiving driving school agrees to accept the transfer. The following conditions are required to obtain a driver's license: Age conditions: Applicants for small cars, small automatic transmission cars, or light motorcycles must be between 18 and 70 years old. Applicants for low-speed trucks, three-wheeled cars, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles, or wheeled self-propelled machinery must be between 18 and 60 years old. Applicants for city buses, medium-sized buses, large trucks, trolleybuses, or trams must be between 21 and 50 years old. Applicants for tractor-trailers must be between 24 and 50 years old. Applicants for large passenger vehicles must be between 26 and 50 years old. Physical conditions: Height: Applicants for small trucks or small passenger vehicles must be at least 150 cm tall. Vision: Applicants for all license types except large passenger vehicles and large trucks must have uncorrected or corrected visual acuity of at least 4.9 on the logarithmic visual acuity chart. Color vision: No red-green color blindness. Hearing: Able to distinguish the direction of sound with each ear at a distance of 50 cm from a tuning fork. Upper and lower limbs: Normal motor function. Applicants for manual transmission cars must have a lower limb length difference of no more than 5 cm. Applicants for automatic transmission cars must have a sound right lower limb. Trunk and neck: No motor dysfunction. If limb defects cannot be confirmed, a medical certificate from a public security hospital is required to prove no diseases affecting safe driving. Applicants aged 60 to 70 must undergo a medical examination at a health bureau-designated medical institution. Prohibited application conditions: Organic heart disease, epilepsy, Meniere's disease, vertigo, hysteria, tremor paralysis, mental illness, dementia, or neurological diseases affecting limb movement that hinder safe driving. Addiction to or use of narcotics or long-term dependence on psychotropic drugs that has not been discontinued. Revocation of a motor vehicle driver's license within the past 2 years. Revocation of a motor vehicle driver's license due to fleeing after causing a traffic accident. Revocation of a motor vehicle driver's license obtained through fraudulent or bribery means within the past 3 years.
Driving schools certainly allow transfers, and I've seen quite a few cases of this. Generally, students want to switch due to relocation, dissatisfaction with instructors, or scheduling conflicts. The procedure requires first communicating with the original driving school and submitting a written application, possibly paying a transfer fee which varies by region but usually stays under a few hundred yuan. The training record is crucial - you must ensure all completed course hours are properly transferred to the new school, otherwise previous training becomes invalid. Policies differ across regions; major cities might complete approvals within days while smaller counties could take over a week. I recommend verifying the new school's qualifications beforehand to avoid further complications. The advantage lies in finding a better-suited learning environment, but avoid frequent transfers as they waste money. The process isn't overly complicated, though it does require extra effort coordinating between both institutions initially.
