Can Beijing National IV vehicles still be transferred?

If the vehicle itself is registered within Beijing city, it can be transferred. However, National IV vehicles from outside Beijing cannot be transferred into Beijing. Below are the differences between National IV and National V standards: 1. Different pollution levels: To further reduce photochemical pollution caused by gasoline evaporation emissions and decrease deposits in the automobile engine intake system, the olefin content has been reduced from 28% in the fourth stage to 24%. 2. Different sulfur content limits: The sulfur content limit for National IV standard gasoline is 10mg; for National V standard gasoline, it is 50mg. National V imposes stricter controls on nitrogen oxides compared to National IV, with National V setting the emission limit at 25%.
I recently wanted to handle the transfer of my China IV vehicle in Beijing, but found it's basically impossible. The policies here in Beijing are quite strict—to reduce air pollution, newly transferred vehicles must meet China V or China VI emission standards, and China IV is too old to meet the requirements. The vehicle management office said I can only consider selling it to other regions, like Hebei or neighboring provinces, where the transfer might still be possible, though the process is more complicated. My car was bought a few years ago, so I’ll take some loss, but environmental protection is the general trend. I’ll have to find a consignment dealer or go through the scrapping process. With proper maintenance, it can still run for a few more years, but local transfers in Beijing are definitely blocked.
