Motor vehicles can still be used normally. Traffic violation points are assigned to the driver of the motor vehicle, not the vehicle itself. If a driver accumulates 12 penalty points within a scoring period due to driving violations, the traffic police department will confiscate their motor vehicle driving license. During the period when the driving license is confiscated, the driver is not allowed to operate a motor vehicle. As for the motor vehicle itself, it will not be prohibited from being driven on the road just because its driver has accumulated 12 points. As long as there is a qualified driver, the vehicle can still be driven normally on the road. Article 68 of the "Regulations on the Application and Use Restrictions of Motor Vehicle Driving Licenses" states that if a motor vehicle driver accumulates 12 points within a scoring period, the traffic management department of the public security authority shall confiscate their motor vehicle driving license. The driver must attend a 7-day training session on road traffic safety laws, regulations, and related knowledge at the traffic management department of the public security authority where the driving license was issued or where the violation occurred. After completing the training, the motor vehicle management office must conduct an examination on road traffic safety laws, regulations, and related knowledge within 20 days. Those who pass the examination will have their points cleared and their driving license returned; those who fail must continue with the training and examination. Drivers who refuse to participate in the training or examination will be notified by the traffic management department to cease using their motor vehicle driving license. If a motor vehicle driver accumulates 12 or more points (up to 24 points) within a scoring period, the vehicle management office must also conduct a road driving skills test within 10 days after the driver passes the examination on road traffic safety laws, regulations, and related knowledge. For the road driving skills test, the examination will be conducted according to the highest vehicle class permitted by the driver's license. Article 69 states that if a motor vehicle driver does not accumulate 12 points within a scoring period and has paid all fines, their points will be reset to zero. However, if there are unpaid fines, the remaining points will be carried over to the next scoring period.
