Here are the details: Reason: If the owner genuinely cannot be present, as long as the authorized agent brings the original ID cards of the owner or buyer and the agent's original ID card, along with the required documents for vehicle transfer, the transfer can be processed on behalf of the owner. However, it is best if both parties involved in the transfer can be present in person. On one hand, this ensures a clear understanding of the responsibility attribution of the transferred used vehicle. On the other hand, it helps avoid disputes that may arise after the transfer due to the inability to verify or resolve issues because one party was not present at the time. Legal basis: Article 54 of the "Motor Vehicle Registration Regulations" states that the owner of a motor vehicle may authorize an agent to apply for various motor vehicle registrations and related matters, except for applying for a replacement motor vehicle registration certificate. If the motor vehicle owner cannot apply for a replacement registration certificate in person due to reasons such as death, leaving the country, serious illness, disability, or force majeure, the agent may apply on their behalf with relevant proof. When applying for motor vehicle registration and related matters, the agent shall submit their identity proof and a written authorization from the motor vehicle owner.
