No problem getting a driver's license at 148cm tall! I'm also on the shorter side and have been driving for years. The key is to ensure a comfortable seating position in the car with clear visibility of all dashboard instruments and mirrors. Driving tests don't have minimum height requirements - the medical exam only checks for normal vision and pedal operation ability. When choosing a car, I recommend test-sitting first as some compact cars are easier to adjust; bring a seat cushion during lessons for better visibility.
