For non-local vehicle transfer filing, the owner does not need to be present. Fill out the application form: For vehicles applying for transfer filing and ownership change, the vehicle owner should complete the application form, present the vehicle for inspection, and submit required documents and proofs. Required documents for filing transfer include: the vehicle owner's identity proof; the vehicle registration certificate; the vehicle license; proofs and documents for ownership transfer. Record changes: Within three days from acceptance, the vehicle management office will record the changes on the vehicle registration certificate, retrieve the license plate and vehicle license, issue a temporary license plate valid for 30 days, and hand over the vehicle file to the owner. The vehicle owner must apply for vehicle transfer at the local vehicle management office within the validity period of the temporary license plate.
