Can a National IV Emission Standard Vehicle Be Transferred and Licensed?

Vehicles meeting the National IV emission standard cannot be newly licensed, but those already licensed can continue to be used. Additionally, used cars meeting the National IV emission standard can be transferred within the same city. For out-of-city transfers, most regions do not pose issues, but many areas such as Beijing, Shanghai, Guangzhou, and some cities in Hebei and Jiangsu provinces require vehicles to meet the National V emission standard for transfer. Starting from July 1, 2011, passenger vehicles sold in China fully implemented the fourth-stage emission limits (referred to as the "National IV Standard"). Vehicle models that do not meet the emission standards cannot be sold or registered. Cars produced after 2011 comply with either the National IV or National V emission standards. These standards regulate the content of certain pollutants in vehicle exhaust. Compared to National III, National IV upgraded the post-emission treatment system, reducing pollutant emissions by 50% to 60% compared to National III.
