Can a motorcycle be transferred along with its license plate?

Motorcycle license plates are not transferable. When transferring vehicle ownership, a new motor vehicle license plate number must be determined. According to Article 19 of the "Regulations on Motor Vehicle Registration": To apply for transfer registration, the current motor vehicle owner shall fill out an application form, submit the motor vehicle for inspection, and provide the following documents and certificates: (1) Identity proof of the current motor vehicle owner; (2) Proof and certificate of motor vehicle ownership transfer; (3) Motor vehicle registration certificate; (4) Motor vehicle driving license; (5) For motor vehicles under customs supervision, the "Certificate of Release from Customs Supervision for Motor Vehicles of the People's Republic of China" or a transfer certificate approved by customs must also be submitted; (6) For motor vehicles that have exceeded the inspection validity period, a motor vehicle safety technical inspection qualification certificate and compulsory traffic accident liability insurance certificate must also be submitted.
When transferring motorcycle ownership, it is usually possible to transfer both the vehicle and its license plate together. I have helped many vehicle owners handle this at repair shops. At the vehicle management office, the transfer process defaults to bundling the license plate with the vehicle, unless it is a personalized or auctioned special plate, which requires a separate application. The usual procedure is simple: both the buyer and seller bring their ID cards, vehicle license, and vehicle registration certificate to the vehicle management office. They will inspect the vehicle's condition, such as verifying the VIN, and if everything is in order, they will issue a new certificate on the spot, allowing the license plate to continue being used. Do not delay the process—if it is not completed within the specified time, fines or record locks may apply, and there could be risks when driving the vehicle. Additionally, when buying a used motorcycle, it is advisable to check whether the original vehicle has any traffic violations or liens, as unresolved issues can stall the transfer process and affect the license plate as well.
