The motor vehicle recycling enterprise or scrapping center will issue a "Scrapped Motor Vehicle Recycling Certificate" and, within a few days, submit the registration certificate, license plate, driving license, and the Scrapped Motor Vehicle Recycling Certificate to the vehicle management office to apply for deregistration. Legal Basis: Article 27 of the "Motor Vehicle Registration Regulations" states that for motor vehicles that have reached the national mandatory scrapping standards, the owner must fill out an application form and submit the motor vehicle registration certificate, license plate, and driving license when delivering the vehicle to a motor vehicle recycling enterprise.
