Can a Downgraded Driver's License Be Restored?

After a motor vehicle driver's license is downgraded, it cannot be directly restored. If the driver's license was downgraded due to traffic violations or illegal activities, the original permitted vehicle types can only be regained by enrolling in a driving school and passing additional tests to upgrade the license. License Upgrade Process: Enroll in a driving school qualified for Class A license training, provide ID card, household registration, five white-background passport photos, and the original driver's license. After enrollment approval, pay the fees, attend legal training, pass the legal exam, proceed to the yard driving test (e.g., pole test), and then the road test. Upon passing, wait for the upgrade to be completed. License Downgrade System: The downgrade system applies only to large buses, tractors, city buses, medium buses, and large trucks, with step-by-step downgrades, the lowest being Class C1. Revocation of Permitted Vehicle Types: Small cars and motorcycles are not subject to downgrades. Note that if eligible for downgrade, only the highest-level vehicle type in the permitted categories can be revoked at a time. For example, if holding a B1 and B2 license, only B1 will be revoked first. 12-Point Record: One must wait for a year without another 12-point record before applying for an upgrade. For drivers holding large bus, tractor, city bus, medium bus, or large truck licenses, the vehicle management office must revoke the highest permitted vehicle type and notify the driver to complete the downgrade within 30 days under the following circumstances: Being involved in a fatal traffic accident with equal or greater responsibility without constituting a crime. Accumulating 12 penalty points in one scoring cycle. Failing to undergo inspection for three consecutive scoring cycles. If the driver fails to complete the downgrade within the specified time, the vehicle management office will announce the revocation of the highest permitted vehicle type. After completing the downgrade, to apply for reinstating the revoked vehicle type, the driver must have no 12-point records in the current and the previous scoring cycle and no involvement in fatal accidents with equal or greater responsibility. Procedure for Revoking the Highest Permitted Vehicle Type and Downgrading: After passing relevant exams, obtain the "Motor Vehicle Driver’s Illegal Full-Point Exam Feedback Notice" (for Class A/B licenses, downgrade information will be noted on the notice). After the suspension period, retrieve the license from the local traffic police station with the ID card and the notice. Submit the following documents to the issuing vehicle management office for downgrade (processed within one working day if no pending traffic violations): Original "Motor Vehicle Driver's License Application Form." Original and copy of the driver's ID. Original driver's license. Three recent front-facing, white-background, half-length passport photos (submit a digital photo receipt if required locally).
