Can a D license be changed to an E license after application?

A D license cannot be changed to an E license after application. Once registered, the license type cannot be arbitrarily changed because an E license is suitable for ordinary two-wheeled motorcycles, while a D license is intended for three-wheeled motorcycles, hence the change is not permitted. If you wish to obtain a D license, you must either cancel the E license exam and reapply or wait until one year after obtaining the E license to apply for an additional license. Classification of driver's licenses: Driver's licenses are divided into 15 categories: A1, A2, A3, B1, B2, C1, C2, C3, C4, D, E, F, M, N, and P. The Ministry of Public Security has further subdivided the three types of permitted driving vehicles currently endorsed on driver's licenses—namely A, B, and C licenses—into seven categories based on the driving difficulty and safety requirements of different vehicle types, to enhance the specificity of management. Additional licensing: Individuals who have just obtained a driver's license (such as a motorcycle license) can only take other types of driver's license exams after one year. During the registration and examination process for additional licensing, applicants must bring their ID card and the previously obtained driver's license. Those who pass the exam will be eligible for the additional license.
