Any driver's license can participate in the study and deduction program, with no restrictions on license type or vehicle class. According to Article 5 of the "Notice on the Issuance of the 'Work Standard for Reducing Road Traffic Violation Points Through Accepting Traffic Safety Education (Trial)'" issued by the Ministry of Public Security on January 14, 2020 (Public Traffic Management [2020] No. 14): Motor vehicle drivers who apply to participate in the program to reduce traffic violation points by accepting traffic safety education must participate in corresponding road traffic safety laws, regulations, and related knowledge learning, examinations, or traffic safety public activities according to their highest permitted vehicle class and meet the relevant requirements to apply for point reduction. The study and deduction program is a measure for drivers holding a driver's license who have been penalized with points due to traffic violations. After participating in online traffic safety learning and passing the examination, their points can be reduced. This program is a convenient traffic management measure uniformly deployed by the Traffic Management Bureau of the Ministry of Public Security. Specific considerations are as follows: Applicable individuals: Motor vehicle drivers who hold a driver's license of the People's Republic of China, regardless of the permitted vehicle class or whether they are commercial vehicle drivers, can participate in the study and deduction program. They must participate in corresponding road traffic safety laws, regulations, and related knowledge learning and examinations according to their highest permitted vehicle class. Specific rules: Motor vehicle drivers participating in online road traffic laws, regulations, and related content learning must study continuously for 5 minutes each time. Within 3 days, the cumulative study time must reach 30 minutes. Then, within 7 days, they can register for the examination. If they pass the examination, they can reduce 1 point. Drivers can also participate in on-site learning, with each session lasting no less than 1 hour. After completing the required study hours, they can apply for the examination. If they pass, they can reduce 2 points. Cases not accepted: The following situations will not be accepted: In the previous scoring cycle, the driver had more than two full-point records. Within a 3-point cycle, the driver was involved in hit-and-run accidents, drunk driving, or the manufacture or alteration of documents or license plates. The motor vehicle driver's license is in the probation period or has not been reviewed as required. The motor vehicle driver has unresolved traffic violation records under their name. The motor vehicle driver has a vehicle under their name that has not passed a safety technical inspection or has not been deregistered as required. The driver has already reduced the maximum of 6 points within the cycle.

I think the point deduction reduction for learning is applicable to Class C licenses, which is a great policy. Simply put, if your driver's license has been penalized with points, you can reduce the points by studying traffic regulations. A Class C license typically refers to a small car driver's license, and as long as you haven't been penalized with more than 12 points, you can use this method. Specifically, you can do this through official apps or websites. For example, last year I had 3 points deducted, so I used the Traffic Management 12123 App to watch a 30-minute video and took a small test, and my points were reduced. This system has been implemented nationwide, mainly to help drivers improve their safety awareness and avoid further violations. You can reduce a maximum of 6 points per year, not indefinitely, but it's a big help. I should remind you to complete the study on time; the test isn't difficult, but don't be careless. If you encounter network issues, just try again later. In short, it's a very practical method, and I recommend everyone to try it. Don't wait until all your points are deducted to panic.

I remember that a Class C license definitely qualifies for the point reduction program through study. Many of my friends have used it. The process is quite simple: open the traffic management app on your phone, enter the point reduction function, select study materials to watch some traffic videos, such as intersection rules or seatbelt knowledge, and then take a multiple-choice test after watching. If you answer correctly, the points will be deducted. Last year, I had 2 points deducted, and after one study session, they were gone. The advantage is that you can study for free, without spending money, and you also gain safety knowledge. However, note that not all driver's licenses are the same—Class C can reduce points, but Class D or other vehicle types may have more restrictions. I think this policy is quite humane, encouraging people not to make mistakes.

The C-license study score reduction is effective; it helps you reduce penalty points while enhancing driving awareness. You can watch videos and take exams on official platforms, such as learning about the dangers of speeding or the consequences of drunk driving. Understanding these can lead to fewer points deducted. This benefits both beginners and experienced drivers, fostering good habits to avoid accidents.
