In January 2013, the Ministry of Commerce of China updated the "Regulations on the Mandatory Scrapping Standards for Motor Vehicles," abolishing the unified 15-year scrapping rule and replacing it with a 600,000-kilometer scrapping standard. As a result, some older vehicles in good condition with low mileage can continue to be driven, and some cars over 15 years old can still be transferred. The latest "Regulations on the Mandatory Scrapping Standards for Motor Vehicles" stipulate the following regarding motor vehicle scrapping: Article 4: Registered motor vehicles that fall under any of the following circumstances shall be mandatorily scrapped. The owner shall sell the motor vehicle to a recycling and dismantling enterprise for scrapped motor vehicles, which will handle registration, dismantling, destruction, etc., in accordance with regulations, and submit the motor vehicle registration certificate, license plate, and driving license to the traffic management department of the public security authority for cancellation: Having reached the service life specified in Article 5 of these regulations; Failing to meet the national safety technical standards for in-use motor vehicles after repair and adjustment; Still failing to meet the national standards for pollutant or noise emissions from in-use motor vehicles after repair, adjustment, or the adoption of control technologies; Failing to obtain the motor vehicle inspection qualification mark for three consecutive inspection cycles after the expiration of the inspection validity period.
