Can a C2 Driver's License Drive a Manual Transmission Vehicle?

A C2 driver's license cannot be used to drive a manual transmission vehicle. According to Appendix 1 of China's "Regulations on the Application and Use of Motor Vehicle Driver's Licenses," which outlines the permitted vehicle types and codes: The C2 driver's license allows the operation of small and micro automatic transmission passenger vehicles, as well as light and micro automatic transmission cargo vehicles; light, small, and micro automatic transmission special-purpose vehicles; and small automatic transmission vehicles for individuals with upper limb disabilities. Small vehicles are defined as those with a total mass of less than 4.5 tons, seating no more than 9 people, and a length of less than 6 meters. Other specific requirements for the C2 driver's license are as follows: Age requirement: 18-70 years old. Any citizen aged 18-70 can apply for a C2 driver's license. The C2 driver's license examination process is the same as that for the C1 license. The C2 examination includes: Theory Test (Subject 1), covering road signs and traffic laws; Field Driving Skills (Subject 2), including reverse parking, parallel parking, right-angle turns, and S-curves; Road Driving Skills (Subject 3), involving lighting and roadside parking; and Civilized Driving Theory (Subject 4), assessing the driver's civilized driving qualities. According to the "Regulations on the Business Operations of Motor Vehicle Driver's Licenses" issued by the relevant authorities, motor vehicle driver's licenses are classified into 15 levels: A1, A2, A3, B1, B2, C1, C2, C3, C4, D, E, F, M, N, and P. The permitted vehicle types for each license class are as follows: A1 license: Large passenger vehicles. A2 license: Tractor trailers, heavy and medium-sized full trailers, and semi-trailer trains. D license: Three-wheeled motorcycles with an engine displacement exceeding 50ml. E license: Two-wheeled motorcycles with an engine displacement exceeding 50ml. F license: Motorcycles with an engine displacement of 50ml or less. M license: Wheeled self-propelled machinery vehicles. N license: Trolleybuses. P license: Tramcars. According to Article 19 of the "Road Traffic Safety Law": To drive a motor vehicle, one must legally obtain a motor vehicle driver's license. The application for a driver's license must meet the driving permit conditions set by the public security department of the State Council. After passing the examination, the traffic management department of the public security organ will issue the corresponding category of motor vehicle driver's license. Drivers must operate motor vehicles according to the permitted vehicle types specified on their driver's licenses and must carry their licenses while driving. Therefore, it is clear that both driving without a license and driving a vehicle that does not match the permitted vehicle type are illegal. According to the first provision of the reply from the Legislative Affairs Office of the State Council on the "Letter Regarding the Understanding and Application of Certain Legal Provisions in the 'Road Traffic Safety Law of the People's Republic of China' and Its Implementation Regulations": Driving a vehicle that does not match the permitted vehicle type on the driver's license is considered unlicensed driving in nature. In terms of penalties, based on the principle of proportionality, it can be treated similarly to driving without a license but with a lighter penalty. Therefore, both driving without a license and driving a vehicle that does not match the permitted vehicle type are subject to Article 99, Paragraph 1 of the "Road Traffic Safety Law": Driving without a motor vehicle driver's license, driving with a revoked license, or driving during the period of license suspension will result in a fine imposed by the public traffic management department and may also include detention for up to 15 days.
