C1E cannot drive a three-wheeled motorcycle. The C1E driver's license is a combined license of C1 and E. According to the 'Regulations on the Application and Use of Motor Vehicle Driving Licenses,' a C1 license allows the holder to drive small cars, as well as C2 (small automatic transmission cars), C3 (low-speed trucks), C4 (three-wheeled cars), and C5 (small automatic transmission passenger cars for the disabled). Meanwhile, an E license permits the holder to drive ordinary two-wheeled motorcycles and light motorcycles. The C1E license covers all the aforementioned vehicle types. If you have just obtained a C1 license and it has been less than 12 months, you cannot apply for an E license upgrade. The upgrade can only be applied for one year after obtaining the C1 license.
