C1 cannot be directly upgraded to an A1 license. You need to first upgrade to a Class B license before you can upgrade to a Class A license. If you already hold a motor vehicle driver's license and apply to add additional permitted driving models, you must have no full-score record in this scoring cycle and the most recent scoring cycle before applying. If you are applying to add medium-sized buses, tractors, or large buses to your permitted driving models, you must have held a C1 license for more than six years and have no full-score record in the two most recent consecutive scoring cycles before applying. The C1 driver's license is a type of driver's license code, permitting the driving of small and micro passenger vehicles, light and micro cargo vehicles, and light, small, and micro special operation vehicles, among others.
