C1 can be directly upgraded to B2, but certain conditions must be met, including age range, driving experience, no penalty points within a specific period, no history of drunk or drug driving, and no involvement in major traffic accidents. Age range: The standard age range for a C1 driver's license is from 18 to 70 years old. After the new regulations were issued, the 70-year-old age limit was removed. Starting from November 20, 2020, the upper age limit for applying for large and medium-sized passenger and truck licenses was adjusted to below 60 years old. Driving experience and no penalty points within the period: A B2 license can be directly applied for within the age limit. However, for a C1 license holder to upgrade to a B2 license, in addition to meeting the driving experience requirements, there must also be no record of accumulating 12 penalty points in the current scoring cycle (this year) and the most recent scoring cycle before application (last year). This is also considered for safety reasons. No history of drunk or drug driving: Currently, these behaviors are strictly monitored in China. If caught, the penalties may range from point deductions and fines to severe cases resulting in license revocation or loss of driving privileges. No involvement in major traffic accidents: There should be no record of causing major traffic accidents, especially those resulting in fatalities. If such behaviors are found during the record check, the application for a B2 license will be denied.
