C1 driver's license cannot operate a motorcycle for the following three reasons: 1. Incompatible with the approved vehicle types, a C1 driver's license only allows driving small and micro passenger vehicles, etc.; 3. To operate a motorcycle, you need to hold an E or D license: There is a difference between E and D licenses. A D license is for ordinary tricycles and includes E, while an E license is for ordinary two-wheeled motorcycles and includes F.
