C1 driver's license cannot drive yellow-plate vehicles. Holders of a C1 license can drive manual or automatic transmission minivans and commercial vehicles with 9 seats or less; can drive small passenger vehicles with 9 seats or less; can drive light and small cargo vehicles with a total mass of 4,500 kg or less, a vehicle length of 6 meters or less, and an approved load capacity of 1,500 kg or less, all three conditions must be met simultaneously. If any one exceeds the specified limits, the vehicle cannot be driven. Below is an introduction to the types of vehicles that a C1 license cannot drive: 1. Vehicles that a C1 license cannot drive: large buses, tractors, city buses, medium-sized buses, large trucks, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles, light motorcycles, wheeled self-propelled machinery, trolleybuses, and trams. 2. C1 license does not permit riding motorcycles. Without a D or E license, driving a motorcycle is considered unlicensed driving, even if holding a C1 license. According to Article 99 of the Safety Law, 'Driving a motor vehicle without obtaining a motor vehicle driver's license, or when the motor vehicle driver's license has been revoked or temporarily suspended, shall be fined not less than 200 yuan but not more than 2,000 yuan, and may also be detained for not more than 15 days.'
