Can a C1 driver's license be directly upgraded to an A1?

New traffic regulations stipulate that a C1 license cannot be directly upgraded to an A1. The A1 license is the highest level among passenger vehicle driver's license types. You must first upgrade to a B license before you can upgrade to an A1. The A1 license allows driving large buses with a capacity of more than 20 passengers and passenger vehicles with a body length exceeding 6 meters. Other permitted vehicle types include A3, B1, B2, C1, C2, C3, C4, C5, and M. The requirements for upgrading to an A1 license are as follows: 1. Hold an A3 or B1 license for more than 5 years, or a B2 license for more than 3 years, or an A2 license for more than 2 years (meeting any one of these conditions is sufficient); 2. No record of accumulating 12 penalty points in any of the last 5 consecutive scoring cycles before application; 3. Age must be between 22 and 60 years old.
