Currently, Jinan does not impose traffic restrictions on non-local license plate small motor vehicles. Restricted vehicle types: Light and mini trucks, as well as motor vehicles with non-local license plates. "Non-local license plates" refer to motor vehicle license plates that are not "Lu A or Lu S." Restricted road sections: Urban expressways, Jingshi Road (from Xingcun Overpass to Jinan West Overpass), and Luyou Road (from Gangxi Road to Shungeng Road). To ensure air quality during the 2014 APEC conference, in accordance with national and provincial unified requirements, the municipal government decided to implement temporary traffic management measures for motor vehicles (including temporary license plate vehicles) from 0:00 on November 7, 2014, to 24:00 on November 12, 2014. The relevant matters are announced as follows: 1. From 7:00 to 21:00 daily, motor vehicles driving on city roads will be subject to odd-even license plate restrictions, with the restricted area being roads within the ring expressway (east to the Jinan section of G2 Beijing-Shanghai Expressway, west to the Jinan section of G3 Beijing-Taiwan Expressway, south to the Jinan section of the ring expressway, and north to the Jinan section of G35 Jinan-Guangzhou Expressway, excluding the aforementioned roads). Motor vehicles driving within the restricted area will be subject to restrictions based on the last digit of their license plate number (if the last digit is an English letter, the last numeral will be used). Odd-numbered days restrict license plates ending with 2, 4, 6, 8, 0, while even-numbered days restrict those ending with 1, 3, 5, 7, 9. 2. Public buses, long-distance passenger vehicles, and passenger vehicles with more than 19 seats; urban taxis; military and armed police vehicles on duty. Special vehicles and dedicated vehicles with unified body markings; vehicles related to national livelihood and emergency needs are not subject to the odd-even driving restrictions. 3. Dump trucks and sand and gravel transport vehicles are prohibited from driving all day. 4. Violations of this notice will be dealt with by the city's public security traffic management department and the municipal environmental protection department according to the law.
