Fill out the application form: The vehicle owner must present their ID, vehicle registration certificate, vehicle license, and license plates to the vehicle dismantling plant's business department to fill out the "Application Form for Vehicle Suspension, Resumption/De-registration." 2. Obtain the notification: Wait for notification at the license management counter for fee payment and surrender of license plates. Apply at the registration acceptance counter, where a "Vehicle Scrapping Notification" will be issued for vehicles that have reached the scrapping age limit. For vehicles that have not reached the scrapping age, the vehicle inspection counter will assess and issue a "Vehicle Scrapping Notice" if the vehicle meets the scrapping standards. 3. Submit for dismantling: The vehicle owner chooses a qualified recycling company to dismantle the vehicle, presenting the "Notification." The recycling company will dismantle the vehicle and take photos after verifying the "Notification." The engine must be separated from the vehicle, the engine block must be broken, and the chassis must be cut. 4. Complete the scrapping registration: The vehicle owner submits the "Change Form," "XX Province Vehicle Renewal Technical Appraisal Form," "Scrapped Vehicle Recycling Certificate," and photos of the dismantled vehicle to the vehicle inspection counter for verification and signature. The license plates will be reclaimed, and the application will be submitted for approval according to regulations to complete the scrapping registration.
