New energy vehicles are exempt from purchase taxes. Currently, new energy vehicles are categorized into hybrid and pure electric vehicles, with hybrids further divided into plug-in hybrids and non-plug-in hybrids. Hybrid models, unless they are plug-in hybrids, are still subject to purchase taxes. Pure electric and plug-in hybrid vehicles do not require payment of purchase taxes. Starting from January 1, 2018, new energy vehicles listed in the "Catalog" must meet the following conditions: 1. Authorization: Pure electric vehicles, plug-in (including range-extended) hybrid vehicles, and fuel cell vehicles sold in China must be authorized. 2. Compliance: They must meet the technical requirements for new energy vehicle products. 3. Inspection: They must pass special inspections for new energy vehicles and meet the specific inspection standards for new energy vehicle products. 4. Manufacturer Requirements: New energy vehicle manufacturers or importers (hereinafter referred to as enterprises) must comply with relevant requirements in product quality assurance, product consistency, after-sales service, safety monitoring, and power battery recycling.
