According to regulations, temporary speed limits due to construction are considered special circumstances where speed cameras are not activated. For example, if the normal speed limit is 100 km/h but reduced to 60 km/h due to construction, you won't receive a traffic violation as long as you don't exceed 100 km/h. Regarding visibility and distance requirements during adverse weather conditions like rain, fog, sandstorms, or hail: 1. When visibility is less than 200 meters: Turn on fog lights, low beams, position lights, and front/rear position lamps; maintain speed below 60 km/h and keep a distance of over 100 meters from other vehicles. 2. When visibility is less than 100 meters: Activate fog lights, low beams, position lights, front/rear position lamps, and hazard warning flashers; speed must not exceed 40 km/h with a minimum 50-meter distance from preceding vehicles in the same lane. 3. When visibility drops below 50 meters: Use all aforementioned lights plus hazard flashers; speed must stay under 20 km/h, and exit the highway at the nearest available ramp as soon as possible.
