5-digit purely numeric license plates were mostly issued in the 1990s when the number of vehicles was small, and 5 digits were sufficient. With socio-economic development, private cars have increased significantly, making 5-digit purely numeric plates inadequate. These plates gradually entered a phase of being phased out; if not retained, the plate numbers would be canceled and no longer used. As the number of vehicles continues to grow and more people purchase new cars, plate numbers are sequentially assigned further back, leading to the introduction of letters. Additional information: Generally, after a vehicle is scrapped, the vehicle management office retains the plate number for the owner for half a year to process number retention or transfer to a new vehicle. If the procedures are not completed within this period, the old plate number, including 5-digit purely numeric ones, will be returned to the pool of available numbers and reassigned to new vehicles.
