As of 2019, new energy vehicles are exempt from vehicle and vessel tax. Eligible new energy vehicles do not need to pay vehicle and vessel tax. Here are the relevant details: Relevant Regulations: According to Article 2 of the "Notice on Preferential Vehicle and Vessel Tax Policies for Energy-Saving and New Energy Vehicles and Vessels": New energy vehicles and vessels are exempt from vehicle and vessel tax. (1) New energy vehicles exempt from vehicle and vessel tax include pure electric commercial vehicles, plug-in (including range-extended) hybrid vehicles, and fuel cell commercial vehicles. Pure electric passenger vehicles and fuel cell passenger vehicles are not within the scope of vehicle and vessel tax and are not subject to it. (2) New energy vehicles exempt from vehicle and vessel tax must meet the following standards simultaneously. Standards: Pure electric commercial vehicles, plug-in (including range-extended) hybrid vehicles, and fuel cell commercial vehicles that are licensed for sale in China; comply with the technical standards for new energy vehicle products; pass the special inspection for new energy vehicles and meet the new energy vehicle standards; new energy vehicle manufacturers or importers must meet relevant requirements in product quality assurance, product consistency, after-sales service, safety monitoring, power battery recycling, etc.
