Currently, new energy vehicles are categorized into hybrid and pure electric vehicles, with hybrids further divided into plug-in hybrids and non-plug-in hybrids. Hybrid models that are not plug-in hybrids still require payment of purchase tax, whereas pure electric and plug-in hybrid vehicles are exempt. Starting from January 1, 2018, new energy vehicles listed in the "Catalog" must meet the following conditions: 1. Authorization: Pure electric vehicles, plug-in (including range-extended) hybrid vehicles, and fuel cell vehicles sold in China must obtain the necessary permits. 2. Compliance: They must meet the technical requirements for new energy vehicle products. 3. Inspection: They must pass the specialized inspection for new energy vehicles and meet the specific inspection standards for new energy vehicle products. 4. Manufacturer Requirements: The manufacturers or importers of new energy vehicles (hereinafter referred to as "enterprises") must comply with relevant requirements in product quality assurance, product consistency, after-sales service, safety monitoring, and power battery recycling.
