According to the "Notice on Traffic Restrictions in the Central Area of Huicheng District by the Huizhou Public Security Bureau," motorcycles are allowed to pass through the Third Ring Road but are prohibited from entering the roads within the area inside the Third Ring Road. In other words: roads within the area inside Huizhou City's Third Ring Road (excluding the Third Ring Road itself) are subject to traffic restrictions. Who is exempt from these restrictions? Motorcycles registered before August 31, 2003, for residents with household registration within the Third Ring Road of Huicheng District are exempt, based on the registration time and address on the vehicle's license. Additionally, for the convenience of residents, motorcycles with complete license plates and certificates can operate normally on roads outside the Third Ring Road (including the Third Ring Road) in the city. Huicheng District, a district under the jurisdiction of Huizhou City, Guangdong Province, is located in the middle and lower reaches of the Dongjiang River and the eastern part of the Pearl River Delta.
