Yes. According to Article 65 of the Anhui Province Implementation Measures for the Road Traffic Safety Law of the People's Republic of China, motor vehicle drivers committing any of the following acts on expressways shall be fined: parking in violation of regulations; reversing, driving in the opposite direction, or making U-turns by crossing the central divider; test driving or learning to drive a motor vehicle; driving below the minimum speed limit under normal circumstances; overtaking in tunnels; driving motor vehicles prohibited from entering expressways; carrying passengers in the cargo compartment of a truck or on a two-wheeled motorcycle; stopping to pick up/drop off passengers or load/unload goods.
I've been riding motorcycles for a long time and have tried to get on the highway in Anhui several times, but each time I was stopped by the police and turned back. They directly told me that motorcycles are not allowed on Anhui highways, mainly because they're afraid of accidents—high speeds and strong winds can easily cause the bike to flip. Safety considerations come first, and national regulations basically don't permit it. Anhui enforces this very strictly. I've looked into it: highway speeds are high, and motorcycles have poor stability, making the risk of accidents too great. So, it's better to just stick to national roads. Although the road conditions on national roads might be worse, the scenery is better, and you can stop anytime to enjoy the view. Riding slowly is also more enjoyable. I recommend everyone not to take the risk—safety is the most important thing.
