
Driving test centers are divided into government-funded self-built centers and privately-funded social centers. Social centers are built by driving schools and rented by the vehicle office (or jointly funded by both, depending on the situation). According to regulations, social centers belong to the government. The vehicle management office rents them for 10 or 20 years, during which the driving school cannot reclaim them, and they cannot be used for pre-test simulations or private practice. They must be managed under closed conditions and only activated during actual tests. However, in practice, many social centers are used for pre-test simulations and even practice sessions.
