The Mission Leidos has an opening on the AFNCR ITS NMCC contract for a Senior Project Manager with a TS/SCI clearance the Pentagon in Arlington, VA. NMCC Project Managers must be adept working on any of approximely 90 Command and Control (C2) systems opered in the Nional Military Command Center (NMCC). Work includes site surveys, cost estimes, assisting engineers, extending circuits, and working with numerous internal and external mission partners to install cables, fibers, modems, and other electronic equipment. Many projects require direct communicion with the Office of the Secretary of War (OSW) and Joint Staff (JS) communicion teams, as well as user security offices, to ensure the installions meet accredition requirements. All projects need to be worked in a timely fashion to meet required operional des. Primary Tasks: Project Leadership & Execution: Lead and coordine project planning, resourcing, supply, progress reporting, troubleshooting, and project team management. Ensure project results meet requirements regarding technical quality, reliability, schedule, and cost. Performance Monitoring: Monitor performance and recommend schedule changes, cost adjustments, or resource additions. Participe in budget development and evalue how project plan changes impact cost and schedule. Problem Resolution: Solve technical and non-technical problems throughout the life of the project, prioritizing problem resolution during the design and planning phases whenever possible. Stakeholder Communicion: Provide timely and accure informion and stus updes to project sponsors, end users, and management. Oversee and coordine work performed by outside contractors. Best Practices & Compliance: Adhere to standard project management best practices, such as the current PMBOK Guide. Perform program/project management, stregic planning, and communicions support to include developing, maintaining, and implementing engineering plans, Assessment & Authorizion (A&A) packages, configurion management, and control. Requirements Flow Management: Ensure the general requirements processing flow are considered: Continued processing and implemention of projects/requirements upon GSO approval. Coordinion with customers or assigned government representives for requirements associed with new and existing NMCC Systems or communicions programs listed in Appendix E and providing engineering change proposals. Ensuring all requirement informion is recorded in Remedy. Engineering & A&A Planning: Develop and manage engineering plans, A&A packages, and Configurion Management (CM) and controls for new and existing NMCC Systems. Input da into the approprie accredition tracking system. Ensure th all NMCC Systems listed in Appendix E are certified and accredited by the Designed Approval Authority (DAA) prior to their operion. Project Tracking & Visibility: Develop, manage, and maintain an on-going NMCC Integred Master Schedule (IMS) for projects, including developing Gantt charts to track project schedules, milestones, and completion des. Provide a tool or method to allow GSO and/or requirements owner(s) to have visibility on the stus and progress of their projects or requirements. System Dispositions & Environmental: Coordine with civil engineers and approprie GSO and/or NMCC staff any initial and on-going design plans to procure and disposition electronic equipment IAW applicable environmental guidelines. Overarching Support & RMF: Perform overarching project management support on non-844 CS systems when customer’s requirements include NMCC Systems listed in Appendix E. When directed by the GSO/System PMO, assign individuals to fill Roles and Responsibilities IAW the RMF process. Security Readiness: Be the focal point to DISA Field Security Operions (FSO) for technical questions concerning OSD informion systems during OSD Security Readiness Reviews. Briefings & Reporting: Brief NMCC Project Management Review, to include the NMCC IMS in person monthly to the GSO, and provide the briefing electronically. Brief the stus of the NMCC Systems identified in Appendix E, in person quarterly to the GSO, including the de th the CM da was last upded, and provide the briefing electronically. Secretari Duties: Support the NMCC as the Secretari for monthly NMCC and NCCS Configurion Management Boards. Provide meeting minutes not more than 3 days after the boards meet. Metrics Delivery: Meet CDRL and Metric requirements defined in PWS. Basic Qualificions Requires a BA degree and 8 +years of prior relevant experience or Masters with 6 + years of prior relevant experience. Must possess a current and active TS/SCI Security Clearance. Must have knowledge of military command center systems to include Defense Red Switch Network, Multimedia Systems, Radio Systems, Cryptographic Systems, Tech Control Facilities, and IT Systems. Preferred Qualificions US Military Background and/or familiarity with military customs and courtesies. Project Management Professional (PMP) certificion.
