The analyst will be expected to work within the team on complex, legislatively mandated projects related to Senate Bill 910 and related projects. This position will support the CJS office in conducting research and data analysis related to court implementation of behavioral health initiatives, diversion, and collaborative court programs. The position will help facilitate court and stakeholder survey administration, analysis of existing court data and research of the related topic to help the stakeholders, such as the Judicial Council and court leadership, better understand how major initiatives are being implemented, identify challenges, and promote best practices.\r\n\n\r\n\nThe Analyst may be asked to conduct tasks related to legislatively mandated reports and program evaluations. This position will also assist Senior Analysts with emergent high priority legislative inquiries. The Analyst will also serve as member of the CJS research team using and, in some cases, developing new code for data manipulation and statistical analysis. This position will report to a Supervising Analyst.\r\n\n\r\n\nThe Judicial Council \r\n\nThe Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. From 1950 through 1975, Marin Housing constructed seven housing developments scattered throughout the county using HUD’s low-rent housing conventional housing program, also known as “public housing.” The first 300 units were built for families with children and are located in Marin City, in southern Marin. The Criminal Justice Services office is a dynamic team of attorneys, analysts, and researchers who work together to support courts and partners in implementing programs that ensure everyone has fair and equal access to justice. This position will be a key member of CJS's data analysis and evaluation team that will focus on supporting research related to SB 910. The analyst will be expected to work within the team on complex, legislatively mandated projects related to Senate Bill 910 and related projects. This position will support the CJS office in conducting research and data analysis related to court implementation of behavioral health initiatives, diversion, and collaborative court programs. The position will help facilitate court and stakeholder survey administration, analysis of existing court data and research of the related topic to help the stakeholders, such as the Judicial Council and court leadership, better understand how major initiatives are being implemented, identify challenges, and promote best practices. The Analyst may be asked to conduct tasks related to legislatively mandated reports and program evaluations. This position will also assist Senior Analysts with emergent high priority legislative inquiries. The Analyst will also serve as member of the CJS research team using and, in some cases, developing new code for data manipulation and statistical analysis. This position will report to a Supervising Analyst. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. RESPONSIBILITIES • Work as a member of the research team focused on conducting research in support of SB 910 and adjoining projects, accept guidance from senior team members and assist junior team members with R coding. Work individually and as a team on analyses needed for legislative reports. Serve as author or co-author and reviewer on other products and reports produced by the team, including write ups of validation studies and technical reports. • Ensure that technical reports with statistical terminology are translated into reports appropriate to the legislature and a lay audience. • Participate in site visits and other outreach activities (virtually and in-person when safe) with participating counties as needed • Conduct background research, literature reviews, and summaries of promising practices. Assist senior staff in providing ad hoc research support to the CJS Director and other court leaders. • Develop analysis plans with recommended analytic strategies appropriate to address the research question and appropriate for type of data available. • Design data collection instruments and support collection efforts through surveys and other instruments, as appropriate. • Review and utilize analyses in analyses, as appropriate, other regularly submitted data by the courts, including but not limited to mental health diversion and JBSIS data. • Document research findings in various formats and for varying audience levels. • Advise Collaborative Justice Program Unit team to review research findings and identify issues present in the data and advise on possible training strategies to improve data reporting. • Assist in facilitative court feedback opportunities to identify training and technical assistance needs. • Assist senior staff in providing ad hoc research support to the CJS Director and other court leaders. • Present research findings, making findings, methodological issues, and data limitations intelligible to legal, program and administrative leaders. • Assist in preparing summaries, reports, and responses to legislative or other stakeholder inquiries as appropriate. • Other duties as assigned. MINIMUM QUALIFICATIONS Bachelor’s degree and three (3) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis OR Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research. ABOUT MHA’s PUBLIC HOUSING Marin Housing is one of Marin County’s largest providers of affordable housing, operating over 500 owned housing units and over 2000 Section 8 Tenant Based Vouchers. From 1950 through 1975, Marin Housing constructed seven housing developments scattered throughout the county using HUD’s low-rent housing conventional housing program, also known as “public housing.” The first 300 units were built for families with children and are located in Marin City, in southern Marin. Later, another 200 units for seniors were constructed in five scattered developments (two in San Rafael, two in Mill Valley, one in Novato). In the 1980’s and 1990’s, HUD mandated that the senior complexes begin to accept younger individuals with disabilities. Today, these 200 units are about evenly split between senior and younger disabled tenants. Marin Housing refers to these five complexes collectively as the “Elderly/Disabled Housing Program,” to distinguish them from the Marin City development, which is designed for families with children. The tenants in all Marin Housing’s developments pay 30% of their adjusted gross income for rent. HUD makes up the difference between the tenant rents and the operating costs of the buildings through an annual operating subsidy. MHA performs all aspects of the organization’s property management (from rent collection to lease enforcement to preventive maintenance and repairs) for all Marin Housing’s public housing. THE POSITION Marin Housing is seeking a compassionate, assertive person to manage our Public Housing complexes. This management position is responsible for the day-to-day operations, including rent collection, lease enforcement, maintenance operations, capital improvements, tenant relations, and eligibility for continued occupancy certifications. The work requires initiative, strong organizational and supervisory skills, excellent judgment, superb communication skills, discretion, commitment to customer service, and the ability to make independent decisions in dealing with a wide range of client-related issues. The incumbent(s) for this position will supervise other staff in close coordination with the Executive Director. QUALIFICATIONS: THE IDEAL CANDIDATE Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Agency. A typical way to obtain the knowledge and abilities would be: Any combination of experience and education equivalent to a four-year college degree and a minimum of 3 or more years of progressively responsible experience in property management or related field. The applicant must also have a thorough knowledge of current property management practices and principles; goals of agencies that administer programs for low-income persons; budget preparation and fiscal control; practices and techniques of personnel administration as they relate to training, motivating and evaluating employees; and an ideal understanding of the needs, problems, and attitudes of socially and economically disadvantaged groups. The ideal candidate will also: · Possess excellent interpersonal and communication skills; · Be a team player, capable of working creatively with a variety of housing and service issues facing Marin Housing; · Understand the importance of excellent customer service; · Be computer literate and well-versed in PC-based word processing, spreadsheets and databases (MS Office, Google Apps, property management-related software such as Yardi, etc.) · Be conscientious about timeframes and deadlines; · Have background and/or understanding of maintenance issues; and · Be able to speak and write clearly and concisely. License and Certification: Possession of a valid California class C driver’s license and a satisfactory driving record. Possession of a Public Housing Manager’s Certificate or the ability to become a certified public housing manager within one year may be required for some assignments. An equivalent certificate can be substituted. COMPENSATION / BENEFITS Annual salary range is $$83,995.22-$112,561.62. We offer a comprehensive benefits package that includes a generous monthly allowance for medical, dental and life insurance; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 2 paid floating holiday days; 45 paid hours of management leave; and 13 paid holidays. Finally, the Housing Authority has 9/80 schedule available to employees, which, upon supervisor approval, allows eligible employees to have every other Friday off.
