On August 21, 2024, Penang Chief Minister Chow Kon Yeow announced that the Penang Hill cable car project has reached 32% physical completion, with all underground works now finished. The project is on track for a physical completion by August 2025 and commercial operations are expected to commence in the final quarter of 2027.

Speaking during a monitoring visit from the Botanic Gardens to the summit of Penang Hill, Chow highlighted that the installation of the third tower marks a major milestone. “We expect the work to progress faster because above-ground construction is easier to control compared with underground works,” he said.

The underground phase proved exceptionally challenging. The rocky terrain and strict technical conditions of Penang Hill prohibited the use of heavy machinery, forcing contractors to rely on hand tools. “The underground phase has been very challenging,” Chow noted, adding that the team had to navigate complex geological conditions without compromising safety or environmental standards.

The RM367.2 million project, implemented by Hartasuma Sdn Bhd, officially broke ground in January 2023. The cable car system will connect the Botanic Gardens to the Penang Hill summit, offering a new transport option for visitors and residents. Currently, the only way to reach the top is via the historic funicular railway or on foot, both of which can be congested during peak tourist seasons.

The visible installation of the towers should reassure the public that the project is moving forward steadily despite initial delays, Chow stressed. He also noted that the cable car will significantly boost tourism in Penang, a UNESCO World Heritage Site known for its street food, colonial architecture, and hill resorts.

“The cable car is not just a transport project; it’s a strategic investment in our tourism infrastructure,” Chen Siew Yin, a local tourism analyst, told local media. “Once operational, it will reduce waiting times, increase visitor capacity, and enhance the overall experience for both domestic and international tourists.”

The cable car system is expected to have a capacity of up to 1,000 passengers per hour per direction, with each cabin holding eight to ten people. The route will cover approximately 2.5 kilometers, with a vertical ascent of over 700 meters, offering panoramic views of George Town, the mainland, and the surrounding rainforest.

Environmental groups have raised concerns about the impact of construction on the hill’s ecosystem. In response, the state government has assured that all necessary environmental impact assessments were conducted and that mitigation measures, including replanting of trees and erosion control, are in place. The project also incorporates energy-efficient technologies, such as regenerative braking systems that feed power back into the grid.

The completion of the cable car will complement the existing funicular railway, which has been serving visitors since 1923. While the funicular will continue to operate, the cable car will provide a faster and more direct route, especially during peak periods. The state government expects the combined capacity to handle up to 2,500 visitors per hour, easing congestion on the hill.

With tourism being a key pillar of Penang’s economy, the cable car project is seen as a critical catalyst for growth. The state welcomed over 6 million tourists in 2023, and the new attraction is expected to draw even more visitors, particularly from China, Southeast Asia, and Europe. Industry analysts project that the cable car alone could generate an additional RM200 million in annual tourism revenue.

As the project enters the above-ground phase, the pace of construction is expected to accelerate. The next major milestones include the installation of the remaining two towers and the main cable system, followed by cabin testing and safety certification. The state government has committed to regular public updates to maintain transparency.

The Penang Hill cable car is one of several large-scale infrastructure projects underway in the state, alongside the Penang International Airport expansion and the Bayan Lepas Light Rail Transit (LRT) line. Together, these projects aim to modernize the state’s transportation network and support its ambition to become a leading regional destination.

For now, residents and visitors can watch the towers rise above the forest canopy, a tangible sign of progress. “We are on track, and we are confident,” Chow concluded. “The cable car will be a game-changer for Pen
