Overview
McNeal Water Company LLC, a small rural potable water system in Arizona, is requesting Statements of Qualifications (SOQ) from qualified engineering firms to assist with the design of water system infrastructure improvements.
Engineering plans must be suitable for submission through the Approval to Construct (ATC) process administered by the Arizona Department of Environmental Quality and follow the requirements of the Water Infrastructure Finance Authority of Arizona.
Small engineering firms with experience working with rural water systems, Water Infrastructure Finance Authority (WIFA) funded projects, and ADEQ ATC reviews are encouraged to respond.
Project Context:
This project is intended to be a straightforward small-system infrastructure design focused on improving storage, pressure reliability, and system protection. The system operator and project sponsor will be available to provide existing system information and coordinate site access as needed. The intent is to work collaboratively with the selected engineer to develop a practical, constructible design suitable for small rural system operations and ADEQ ATC approval.

Proposed Improvements
The project is anticipated to include design for the following components:
• 8,000-gallon potable water storage tank
• Two (2) 3- or 5-HP booster pumps with piping, controls, and electrical connections
• Chlorination system for potable water disinfection
• Security fencing for a compound approximately 75 ft × 110 ft, including:
o Two (2) 20-foot vehicle gates
o One (1) 3-foot pedestrian gate
• Pump house building approximately 15 ft × 30 ft
• Equipment Sun Shade Structure approximately 65 ft × 20 ft
• 20 kW propane-powered backup generator and automatic transfer switch.

Requested Engineering Services
The selected engineering firm will assist with:
• Site review and layout of system components
• Preparation of engineering plans and specifications
• Design calculations and supporting documentation
• Preparation of materials required for ATC submission to the Arizona Department of Environmental Quality
• Coordination with the regulatory review process as needed

Qualifications
Firms responding should demonstrate:
• Registration as a Professional Engineer in Arizona
• Experience designing small potable water system infrastructure
• Familiarity with ATC submittals and regulatory review by the Arizona Department of Environmental Quality
• Experience with WIFA-funded infrastructure projects (preferred)
• Experience with water storage tanks, pump systems, and chlorination systems

Selection Process
Qualifications will be evaluated based on relevant experience, familiarity with rural water systems, and experience working with the Arizona Department of Environmental Quality ATC process. The selected firm may be invited to submit a detailed scope and fee proposal.
